- Norvena Property Consortium was born out of the Inner-City Property Scheme (ICPS).
- The ICPS was inaugurated in 2009 by former Joburg Mayor Amos Masondo as a successor programme to the Bad Building Programme or BBP.
- The BBP targeted hijacked buildings as a way to tackle the City of Joburg ‘s ever increasing housing backlog.
- The ICPS was envisaged from the onset as a partnership between the local state namely City of Joburg and the investment community.
- Having learnt key lessons during implementation of the BBP, the ICPS adopted a wider scope in terms of demographics and housing typologies. It made provision for a wider mix of housing beyond affordable and low cost, thus laying a foundation for a truly integrated city and inner as envisaged by
- the Freedom Charter, the RDP, etc. For the ICPS to fully live up to the aspirations of the Freedom Charter, it needs to be deepened to become truly integrated, holistic, sustainable and all encompassing, multi -faceted and multi – disciplinary.
